It's 50% if you signed them this season for 2016 only. It's 25% if they're in the 2nd or more year of a multi-season contract.

Axford is 50% this year. You just signed him in May for 2016 only. Releases in same year as signing you're on the hook for 50%.
Conger is 50% this year but only 25% next year (2nd of 2 year deal).
