Currently we use the same blind bid email process. Minor leaguers can be claimed once per month, first-come, first-serve, via fablindbids2@gmail.com.
A few owners have suggested to streamline the process and make it easier for the Commissioner's Office and also allow all owners to know real-time who's still available, would the league agree to allowing owners to post Minors claims right on the board in the Minor League Claims thread? The time rule does not change which is still once per calendar month from February through end of the regular season, in which case is October in 2016 and was in 2015 as well.
This would also simplify the blind FA offer process too as there would not be minor league claims mixed into the same Inbox as FA offers.
Please vote in the poll. 2/3 majority (10 out of 15) needed to pass. If proposed amendment passes it would go into effect for May 2016.

Wasn't the Hazelbaker situation an example of it not being first come, first serve? A major league claim was put in for him prior to a minor league claim in the same week. How would this work if the minor league claim was processed and then it turns out a major league claim was put in on him earlier though the blind bid process? I assumed this is why major and minor league claims were both handled through blind bids in the first place.

That's a good point Mitchell. The Hazelbaker situation, which is rare and the first time it's happened in the 4 years I've been running Diamond Duos, is an example of just that. Someone might claim Hazelbaker on the board on a Wednesday but there could already be a free agent offer for him sitting in the Gmail inbox from Monday or Tuesday. This again is rare but it could happen. In that case I would just post what happened. The person that submitted a free agent offer via email would know that if he saw someone attempting to claim same player on the board later in the week.

I still think if there are FA bids & minor league claims for the same player in a particular week, the free agent bids should always trump minor league claims.

I agree with Mitchell's point. If a Free agent bid was issued on Sunday night, and later on Monday a minor claim was put in on the same player, the Free agent offer needs to win out. I think it is best to keep it the way it is.

We are keeping it the way it is. But if someone submits a minors claim on Sunday before any FA offer, then that owner gets him. Any FA offers that come in after a minors claim don't get the player.

I think if you put a poll up for the league to vote on asking : Should a Free Agent offer trump a minor league claim ? You probably would get a 2/3 majority. Just think if one of the Cuban Players signed in June, and then gets a September Call-up, the person with the quickest response then gets this player for free. It just does not seen fair for everyone.

No, a Cuban player who signs in June CANNOT be claimed as a minor leaguer and cannot be offered a FA contract either unless they make the major leagues that same season.
This player most likely would be eligible for the following season's Minors draft.
