Scott and I have talked through as many of the issues with all of this as we can come up with, and here is what we are going to do.
Those who said that Lopez falls into the same category as Moncada are correct. That was an oversight on our part. Lopez was not eligible for FA and will instead be eligible for our Minor League draft in 2016 (unless called up in 2015 in which case he will be blind bid on at that time). Same goes for Moncada. He will not be eligible for free agency unless he makes his major league debut.
Kang is a bit of a different scenario, since he was an international free agent not signed using International pool money. Nonetheless, we are going to put him back into the free agency pool and require that he make his major league debut before being allowed to be bid on, per our rule.
Going forward, MLB's policy on international free agents and the bonus pool will govern the way we go. Any of these guys will be eligible for our Minor League Draft if signed in time (even guys like Abreu, Tanaka, and Kang). If they sign after the minor league draft starts but before free agency, guys who are not subject to the international pool budget (Abreu, Tanaka, Kang, etc.) will be eligible for our Unrestricted Free Agency. If they do not sign until after free agency has started, they will be eligible for the first free agent period of the season via blind bid.
Guys like Moncada, Lopez, and others who fall into MLB's rules for international pool money may be selected only during the Minor League draft. They will be eligible for free agency via blind bid if they make their major league debut (the Rusney Rule).
In order to ease the confusion on any FA signings, we are going to wait for any further blind bid free agency until the week before the season starts. Any previous signings (EY Jr, Furbush, etc) will still be honored. Minor league claims may still be made at a rate of 1/ month.
