I thought all movement of Players was stopped during the "UFA" period ? Here is the words regarding this issue from an email that was sent to all owners:
Between now and then you can resume player "Releases" or "Waivers (formerly outright to minors) or Promotions/Demotions. Please note, however, that once Free Agency starts, those options again will be stopped (as we did during RFA) until Free Agency has actually concluded. So this is a nice little time period to make any roster moves.
-So what is the rule ?

That's what I understand. No waivers of players during free agency auction.

The league has always been run off the fact that players could not be released during free agency. In the past there have been waives (outrights), promotions, demotions and trades. There is nothing in the Constitution stating otherwise. All of the co-commissioners are involved in this matter as I need to recluse myself since I'm one of the owners who's waived players earlier today. Sorry about all the confusion.

I understood the effect of the rule to be that you could not create roster space to make additional picks during the draft. I’m at 40. I understand that to mean there is no measure I could take to get back into the draft. Is that accurate?

As far as I know and have always operated, you cannot RELEASE players. If you want to waive a guy to your minor leagues (if he clears waivers, if you have an open spot because you can't RELEASE minor leaguers during FA) then you're just moving your roster around. Not dropping anyone. That would allow you to offer another player a free agent contract. Our rules do absolutely need to be updated to specify exactly what is and what isn't allowed during RFA and UFA, but I say this is.

I am fine to allow waiving and promotions during FA. I think releases are the big issue because they change salary constraints and the player pool.

I agree with Scott that we need to just get it in the Constitution, because I feel like we have this conversation every year.

I am fine to allow waiving and promotions during FA. I think releases are the big issue because they change salary constraints and the player pool. THAT'S why we have never allowed player releases during RFA or UFA, because the player pool would be changing in the midst of it all, AND there would likely be salary changes/cap hits which would be way too difficult to track during the FA process. None of those other moves (waivers, promotions, demotions, trades) require any player pool changes or salary edits.

As long as everyone is on the same page, then I have no problem with it either. The League constitution needs to be updated. Maybe some work for our New "Co-Commish" (Brent).
